Instructions are easy to understand and once the instruction booklets have been reviewed, you can begin to collect necessary data for compliance with the Executive Order 11246 (41 CFR 60-4.3) and the Section 503 (disability) and VEVRAA (veteran) affirmative action programs. Sixteen folders are included for retaining document proof of compliance. Each folder includes directions regarding necessary documents for compliance with each of the 16 Affirmative Action step requirements.

This box also includes a booklet on how to calculate the Impact Ratio Analysis (IRA) on hires (compared to applicant flow), promotions, and terminations (often where discrimination is found). To conduct the analysis electronically, an IRA template can be e-mailed to those who have purchased the box.

Also, the instruction booklet includes templates, e.g., EEO policy, Invitation to Self-Identify, etc., along with guidance on compliance with I-9 Immigration requirements, filing the EEO-1 form, preparing for a compliance review, etc.

Background: While serving as a Sr. Compliance Officer and Area Director for the United States Department of Labor's Office of Federal Contract Compliance Programs (OFCCP), I heard construction business owners and Office Managers ask repeatedly why there was no all-inclusive guidance package to assist with the Executive Order requirements.  I knew there was a better way for construction contractors and subcontractors to retain supporting documentation revealing compliance and good faith efforts with Executive Order 11246, Section 503 of the Rehabilitation Act of 1973, as amended, and the Vietnam Era Veterans' Readjustment Assistance Act of 1974, as amended (VEVRAA).
